Does vassals SAU count for master?

In a MP game I counted 21 (could have missed some) and the game says I got 31.

As far as I can tell, it only counts against you if they are under your control. Otherwise they shouldn't count.

Not good, that means I have to disband those, but I get them back immediately likely. So I can't build my own.

They might count indeed, even from your vassal. You can always stop requesting these vassal troops if you don't like their army.

What I expected was that they didn't count or only counted half, as they mostly suck. But oh well I can't get them all.
