Is there reason not to attack region with claim?
What is benefit of attacking regions with claims and taking them?

Checking the manual it can give you a boost in authority and then a trickle of extra ongoing legacy income. It also means you can declare war on that faction without eating the -5 'we don't have a claim' authority malus. Nice but not necessary, you can conquer away without them as long as you don't undermine your authority too much.

I just saw that I am losing -2.7 authority because of hostile foreign claims.

You must be doing very well to have that many claims against you!
The value will be reduced in 1.01 I hear.
Until then use the usual methods of convincing people to drop claims.

My first time to deal with hostile claims with diplomacy but only with 1 faction I gave them 1600 gold and they did abandon 3 claims.

Templars, Hospitalers, Iberian Orders, Teutonic Knights, Sword Brethren are not on map and they have claim on Constantinople but I can still negotiate with them. I can offer them only 850 gold and I have 10 000. Same with Jarrahids they are not on map but have 4 claims on my regions and I can offer only 850 gold.

Some factions have hate (-99) and diplomacy is not working but that is expected

Yeah some people are never satisfied that you have "their" stuff.
Cleaning up the clutter of minors usually also reduce the annoyance.

One of the things about claims is you conquer some other land and unknowingly inherit any existing claims that it had against it. I have had some nice claim collections by conquering in past games. Hopefully claims will settle down in the new patch.
