The manual 14.7.1 is not that helpful as skirmishers are not mentioned.
There are 10 kind of hard problems in computer science, naming, cache invalidations and off-by-one errors.
There are also 10 kinds of people, those who understand binary and those who do not.

I believe their main goal is to unlock archer units so not likely. Check the description to see if it includes all ranged troops. There is something else that helps skirmishers but I can't recall which one it is....
