Which specific piety and authority values is this referring to?

The region, but I think the values should be reversed now that I think about it, if piety is high but steward is low then it should be easier to establish order, but I'm rambling.
There are 10 kind of hard problems in computer science, naming, cache invalidations and off-by-one errors.

That's actually not used anymore, I'll change the description. The RGD is a bit buggy currently but has been revised for 1.01 official.
