Can not open Legacy panel

Can not open Legacy panel

As the pictures above, ingame help have displayed some detail information about legacy panel.
But when I clicked the button in red circle, there is nothing happend and couldn't open a panel like that.

Pocus mentioned on another forum that he will tidy this up as you are not supposed to be able to open up this panel in Kingdoms.
