For what it's worth, an instance of "17h 12" can be found in the "level12" file (no file extension) in this folder:

Guessing on the file naming number scheme, and that it's the last in the series, I would say it's a file that gets created when the developers do game updates. Here it is in that file:

This file can be opened in a text editor but it can't be actually edited that way. I tried; the game crashes upon loading.
Well, this is not as bad as that infernal goof in the last update of having the Force panel open upon each and every new turn. That drove me bonkers. This blemish, fortunately, comes under the heading of "rationalization /wishful thinking" in order to accept it until the developers get around to fixing it.
What was it supposed to say? That is, what did it say before? I cannot remember. From the spacing, something should appear there.
But for now, I adopt terminator's suggestion. I read "17h 12" as "the current time is 5:12 PM."
