City expansion by cpu

It seems to me the the remake wizards expand way too fast. I have screen shots from very early game and the cpu wizards have pretty much colonized the entire map. Both planes. Is there any way to slow this down. The game feels like a colonize race to me and has lost a lot of its magic because of it.
