I got it after completing one of the tasks that you are given when you play Carthage.

But how did yu become this mission? In every of my games as Carthage i have conquerd sicily in less than 20 Rounds.

I got the Emporium long after I conquered Sicily. I don't remember what the task was that gave it to me. I think if you keep playing and completing the tasks it might eventually happen.
