I'd like to be able to adjust experience-related bonuses, notably by increasing defence and initiative bonuses for recon (to represent their ability to hide and react better). 
However, when I've tried changing values before in the exp.pzdat file, it simply cancels the bonus for that class.

I did a few quick tests and it worked as expected. I took a 0 exp unit (SdKfz 222) and ran a test, using the stock exp file. Then I took the same unit at 500xp and ran the test, still using the stock exp file. Finally, I took the 500xp unit and ran the test but using a modified exp file; I increased "Initiative" from 0 --> 100 and increased "Ground Defense" from 100-->200 in the exp file. By increasing the Initiative & Ground Defense in the exp file, I got increases to both in my combat log. If you're not getting these results, then it's possible that the exp file is only referenced at certain times; like how the equipment file is accessed only at the beginning of a scenario or the movement file is accessed only at beginning of a campaign. I was testing by using a New Scenario (custom) setup.

I tried using the modified exp file in my current campaign. It doesn't take effect mid-scenario but it does at the beginning of the next scenario. So the exp file takes effect similar to the equipment file.

Thanks for the tips. 
I do seem to have a special talent for confusing electronic systems, but will have another go when feeling patient. At least I now know it can work, which will make it easier to persist.
