Yes, there is a printer-friendly manual file in the Manuals folder of the game build.

Siltherine version: C:\Program Files (x86) > Slitherine > Field of Glory II > Manuals > FOG2 manual printer-friendly.pdf

STEAM version: C:\Program Files (x86) > STEAM > steamapps > common > Field of Glory II > Manuals > FOG2 manual printer-friendly.pdf
