Casting Skill Rewards don't seem to work

Casting Skill Rewards don't seem to work

The Casting skill rewards from Scourge of the Seas lairs and the Sea Harvest spell don't appear to add anything to casting skill.

If it is only me, then it could be a mod.

Edit: Tried with no mods and casting skill rewards don't work.
