Joining an existing melee

What is the definition of an existing melee, e.g. Impact Phase is followed by a manouvre phase, can the moving player join an 'impact melee' with fresh units on an overlap or is it not classified as an existing melee until after the melee phase?

Our club has split views but this happens often so it would be nice to get an official view.

Sorry posted in general by mistake, now a rule question!

once dice have been rolled melee exists. You can, in manouver, join a BG that fought in impact so as to be an overlap in the melee.

Note you do not need impact to initiate melee, there are some odd reasons other than impact. But they are rare.
