Have you run modded scenarios or modded version of CEAW prior to updating to 1.12?
If that is the case some old scenario from the mod can ba causing this.

Fresh install
I had to do a fresh install of v.1.06 on a new pc. I did attempt to edit the 1939 scenario. Then I upgraded to 1.12.

If you have any old scenarios with other names than the original ones you need to remove those, check the data/ folder in Documents/ and also the install folder of the CEAW.

Reinstalled
Ok, I just uninstalled then reinstalled v1.06b. So, two questions: Just how in the world do I install the editor? When I try I get asked to overwrite CEAW files. Could someone explain which file to use to install editor. Should I install editor first then CEAW 1.06b/1.12? Or install game then editor?
I followed the instructions for upgrading to 1.12, but it did not work. Could someone help with this too?
I originally bough the game from Slitherene in December 2008.
