Can't build Factories at Home World

I deleted some farms so I could build more factories at my Home World but, can't. All building types except farms is grayed out.

Production is 2/38, I can build factories on other worlds and was able to build research stations after deleting farms at the start of the game. Any Idea what's going on?

How many farms did you remove?
