Battle of San Franscisco - air transport question

Question about the Battle of San Francisco: According to the screen, five Ju-52s are available, but I am not able to load paratroopers into them during the deployment phase, even after using up all available naval transports. Is this a bug or a feature? If a feature, when do the Ju-52s become available? Thanks!

Paratroopers can't be deployed in air transport when the deployment hex is on the sea.

Aha! After all these years, I never realized that. Well, I suppose I will have to fight my way inland to an airfield--Marin County awaits! Thanks for your help!
