Unit strenghts

I started a game of Panzer Corps 2 the other day, noticed that the version was 1.07.02. As I was playing, I noticed that German Pioneres were only 12 strength, as opposed to 15. I have not been able to find the change log. Has there been some reductions in unit strengths for certain units in the new patch? Where can I find the change log?

Check if you have enabled any mods.
