Launcher takes minutes to appear

When I launch PC2 from my Steam library, it will take several minutes for the launcher itself to appear. I always know I can go make lunch and use the bathroom after I click "Play" because it will take that long for the launcher to pop up. I reinstalled the entire game and the launcher worked fine one time, and then went back to lagging. Any tips?
