American Civil War?
Of those I’ve played: I recommend AGEOD “Civil War II”. Strategy/Operational- Very good, challenging, high difficulty. Avail Matrix.
Tactical level : The only ones I’ve played is the Sid Miers games ( good, but dated) and the Scourge of War series (excellant), but unfortunately delisted currently.
