Potential anachronistic move?

It seems that fragmented knights can withdraw two squares but only advance one.
Is that intended or is it something that needs fixing?

(The fact that they also didn't rout on the double withdrawal and then immediately rallied able to flank charge was galling but possible)

It is what is usually called a "feature". It wasn't originally intended, but came to light during beta-testing. It did not seem unreasonable that partly-demoralised troops should be more eager to move to the rear than to the front, so we left it in.
