Next Generation OOB: going beyond terrain effects

Just wondering of if it would be possible for scenario designers to indicate that a given hex has a beneficial or detrimental impact on efficiency and/or experience. By way of example I would (yet again) cite Stalingrad where giving a city hex the "Fanatic" trait (or something like that) would give any occupying Soviet unit a temporary boost to experience--without increasing the cost of replacements. Another example where the Fanatic trait could be used would be US units in/near Bastogne hexes in a Bulge scenario. The trait could be coupled with increased efficiency recovery.

The opposite could also be applied though less certain what the historical case would be for causing a unit to temporarily lose experience and or have retarded recovery of efficiency.

Anyway just wanted to throw the idea out there!

Why would it be tied to a terrain tile? It's a characteristic of some units in a certain scenario.
