Can't unlock "Cleansing The Land" achievement

Can't unlock "Cleansing The Land" achievement

Smashed way past 50 neutral Cities. Can't unlock "Cleansing The Land" achievement.
What am I doing wrong? Do i need to complete the game to unlock it? Do i need it on a certain difficulty? Help me please, it's driving me mental. :(

You have to raze 50 towns to get it. It does not have to be during a single play through either.
