Celtic heavy infantry and Provincial Infantry have no siege value. Is this intended?

As far as I can recall, almost none of heavy infantry units ever had siege value. Romans being the only exception.

For balance purposes, it's given to medium infantry most of the time. Except Romans, because Romans!
