limited landing capacity - The Fork 2v2

Only allowed to land one unit at the Green airfield which I believe can normally accommodate six

The supply on the various airfields are all = 20, so that is not what's causing this.

Had a fighter there and was able to land a bomber so now two units. Not sure what is going on...
