Making both sides equally challenging to play would be great, but I don't think one achieves that with just giving the axis more oil. I can answer that question: The garrisons in Rome (and Naples I believe) came from North Africa. When the Allies gave up trying to invade Italy by sea, they tried via Nice and Marseille, thus activating the Vichy.
