The puzzle works for me. But the exact damage dealt is not quite the same as in the video. Sometimes it is better not to attack because of the target retreating to a safer location. But here the enemy reconnaissance vehicle can do that anyway, moving and then repairing the same turn. The tank will retreat to the river hex, where it is extra vulnerable. Or maybe the forest hex. If you want to kill it, you could attack with your tank, and then (if necessary) pursue the unit with your infantry to finish the job (if the tank is too strong defensively, that may not work). If you extend the map to the right, you see that the supply from the right/east direction is not blocked.
Actually, I thought earlier that even the situation where the enemy unit is 1/2 hex more inward of the map, encirclement did not work, but you illustrated with a screenshot that it did.

The way combat works out in PC2 can be counter-intuitive (and hard to understand). But there is a 'L' shortcut key that shows a preview of the expected combat outcome. For enemy units attacking, their unit needs to move to get the preview (for some unknown reason). So, save the game, look at the 'L'...
