Scapa Flow

Hi all. I'm new to CEaW (just downloaded last week and found the 1.12 mod) but I've played 3R before (both boardgame and PC). Question: does anyone have any tips on dealing with/occupying Scapa Flow? I've got to the point of dealing with the last 2 cities and while I can get ground units to hit Glas...
