How big should the supply camp, fortified or not, be on the table?

Quick question:

Under the Impact POA table, there are a couple of entries which I'm confused about:

1) Impact Foot (+) against any mounted, unless charging shock mounted.
2) Light Spear (+) unless charging shock mounted.

In each case is that supposed to mean 'unless the unit so armed is ...
