Defending Tartarus Industry Turn 8

So... by turn 8 of this scenario, Ork reinforcements swarm in huge numbers. These units can very easily cap 2 points... because for some reason, Orks simply being near a victory hex lets them conquer it... even if there's a Steel Legion unit on the hex itself.... I'm just... [Scenario] Breakthrough Operation

I'm completely lost on how to beat this.

8 Victory Hexes on 21 turns is very difficult to overcome. I've failed it about 8 times now. Anyone wanna share an army setup that worked for them for this scenario?
