I have a question regarding Commendation points; if at the end of SCW you have any left, do you take them with you when entering the 1939 dlc?

Having artillery in a truck in visual range is a sure way to lure them across. I first thought it might be that the rivers are treated as 'frozen' after I put in 'setany ground_state Dry' but it just happened again in Kharkov 42, (in may) and I didn't tweak weather or ground state.
