I just lost Operation Achilles with only 49 H&M points. I lost the previous two scenarios as well.

See my previous post as far as what I'm doing to raise H&M. I'm doing what I believe I should do to raise the H&M score, but it's not working.

Can anybody suggest strategy?

I know this is Berlin and it's the end of the war, but regardless of how well you've played up until this point (conquering Poland, Norway, the Low Countries, France, even taking Moscow) it has no effect on later campaigns/scenarios. You still wind up here.
