Tying population rather than resources to pollution is an improvement IMO. I don't think it's good though that roads no longer cause pollution. Another way Civ used to combat ICS was to increase settler's movement points from 1 to 2. Every turn your settler is moving rather than settling down is wasted production. It makes sense to me that the Flowers only affect workers, but this should be specified in the tooltip to avoid confusion.
