That sounds awfully commercial . Battlefront at least used the excuse they wanted to be more historical and so wanted to organise the units more historically . So people have to rebase some units, reorganise it all and buy new miniatures, new books and use new rules, ... that's why I stopped ...

You need to be careful how you look at the army list. Do you wan to build a Pontic army? Then if so, have at it; the list is very interesting and diverse. If you want to build a LRR army with cool Mithridatic stuff in it, then you just can't.

I don't think it's inevitable, Impetus is a unit based system and doesn't have this problem. To be fair though I have only read Impetus and have yet to play a game, when I do they might be brilliant but then again they might be awful.

I feel WOTR is one of the weaker FoG lists, put together sloppily and as an afterthought really. Apologies if that sounds harsh and over critical, that's not my intent. Frankly though, the Poleaxed ones would be much better as they are period specific and better researched.

The problem is the list which allows the multiple 4 base BGs of bill and therefore allows WOTR billmen to zip around like Roman cohorts. You shouldn't have to be devising tactics to deal with that in the first place.
