Using the editor.

I am trying to add a single city. I open the editor, load ww2 map file, added a city with the correct nationality, saved as "test.map". I load scenario 1939 and save it as "test.scn". The city is still there. Test.map, Test.scn, and the Test txt file go to the appropriate folders...

How do I add Cities!!?!
