As suggested on another thread I checked with my grahics card support (NVIDIA) and my graphics card a GEFORCE 315, does not support DX11 and there are no more driver updates scheduled for this card.
I will have to request a refund.

Have you guys received any other help on this? I have the same issue

I think that patch might be for web interface and I am running PZ2 directly on my laptop
