When playing Allies Resurgent on Playstation there are 3 forces which can get specializations.
To select the left force I can press Arrow Left.
To select the right force I can press Arrow Right.
But there seem to be no way to select the middle force, meaning I can not use my specialization points ...

Actually you are not correct it seems. I checked scores before and after each game and it appears that I get points at the end of my opponent's turn (not at the start of my turn).
