Well, I made half sized versions of the flags as you suggested. flags - Smaller.png However, considering their smaller size it'd be really hard to spot the victory hexes with just glow. What I am not really sure is the current status of the victory objective flags - will they be the glowing ones, or something else? It's the glowing ones.
