That is indeed a good option. In 1943/1944 there should be something like a reboot of your army. Lets say the allies are invading in italy 1943, so have to send ??% of your elite units, but you can replace them with fresh recruits and you also have to send some of your heroes...you could implement ...

That way you cannot change anything. Long wars are won by the better economy (at least if you can protect your ind.) - short wars by the armys.
