Well I don't know what has been wrong yesterday but today it has worked easily.
DLC 39 installed patch 1.04 and then everything goes fast. DLC 39 followed by DLC 40, start program, go to war.

The DLC's do include the 1.04 patch. All you need to do is install the base game then the DLC. It will patch your game to 1.04. Where did you get the base game?
