I got through Czechoslovakia and was then able to buy/upgrade Arty and Airforce. I'll a little bit behind on my upgrading as also using the trait that limits to 3 upgrades per scenario but OK. I really didn't want to have to do SCW again.

Hi, long time lurker here I has denied airforce and denied artillery in SCW. I understood I could change traits when starting 1939 using my save core. I chose different traits for 1939 but now cant upgrade artillery or aircraft. Only captured kit shows up to be upgraded to for airforce and artillery...
