Court expenses with the latest patch may have gone too far the other way. In our ongoing MP game as Byzantium, I have gone from Court expenses of -2500 to -500 in a few turns and now have a surplus of +2800 per turn.

I never understood what players gain from cheating in a game like this, there is no money involved, no ranking system and with such a small niche community, all you are doing is ensuring no one will play with you in the future.

In game they are described as 1 or 2 points. I understand they reduce the legacy penalty, but what is the actual impact if you build 50 standing units or conquer Dicloa and gain 1 imperial restoration point? The manual is very vague on that.
