Seems like armies are still able to escape in 1.39 from besieged cities, and move on to other territories to attack - bypassing the sieging army entirely.

FYI for those wondering, I had a Heavy Infantry decision that expired. That same turn, I did get an Army Provisioner built (it was either that or Arsenal I needed to do the reform). Immediately after that turn, the decision came back up. I don't know if that was luck, or if this decision is meant to...

Military Reform Decisions

If I miss my 12 turn opportunity to reform a type of military unit i.e. Medium Infantry, Heavy Cavalry, Heavy Infantry etc., assuming everything else stays the same as when the decision first came up like having the money and correct civilization type, when will the opportunity come back up?
