You should rather be friends with Persia than with her enemies. The AI is not clever enough to join forces against the leader. Unless Sparta has a bigger military than Persia it won't attack. But if you are friends with Persia you can buy regions and provinces from them. If you take the right ones ...

Don't bother with the barbarian regions like Batavia or Denmark. They take forever to develop and only drag you down. Getting Sardinia was a clever move.
