You can also mouse over the player symbol in the diplomacy tab in game for each player faction, and it will tell the name of the player with a (idle) added, if they are idle.

I play in a match with a piratii player. He waited dozens of turns just skipping his own turns with nothing to do, but once a piratii fleet spawned he was able to control it as a normal player (or so he told us in the chat). I would certainly be interested. Perhaps instead of drafting countries, just set up for balance, some teams like - Carthage - Epeiros - Sparta - Ptolemaios - Seleukos x Rome - Macedonia - Athens - Lysimakos - Antigonos.
