Well Fantasy General 2 has the same "First 2 DLC included" in the "General Edition"
Game released September 5th and the first DLC six months later March 12th.
No idea if that is any indication.

Yeah, my elite tactical bombers will finally get their award bonuses! And just in time for Bagration.

FYI I tested and any missing award bonus will trigger when your unit makes its first attack.
