The "recurring upkeep expense" would be some number of PP's for each lab subtracted from the power's total income each turn. Therefore, the more labs you have in play, the less income you have available to purchase units. Labs could still be sold to adjust this balance.

I suspect part of the success of the strategy, where it has been achieved, owes to the surprise factor. Probably the best way to test it would be to run two simultaneous games, so the Allied player isn't initially sure which game in which it will materialize.
