I guess what I'm trying to find out is what is the most important factor between Effectiveness and Strength when calculating overall battle readiness and expected combat results. :?

Have you noticed that the tooltip on the casualties screen for naval casualties displays 'Air' instead of 'Navy'. Perhaps you can fix this ni time for the first patch. :)

In the manual it states that different levels of difficulty affect the resources available and income collected as well as other factors". I was wondering if there are any direct effects on the combat capabilities of units which would directly affect combat results? :?
