I guess what I'm trying to find out is what is the most important factor between Effectiveness and Strength when calculating overall battle readiness and expected combat results.

I'm interested in the relationship between a units Strength and Effectiveness with regard to a units overall combat readiness.

e.g. Does a unit with 10 strength and 50% effectiveness have the same combat effectiveness as a unit with 5 strength and 100% effectiveness.

In the manual it states that different levels of difficulty affect the resources available and income collected as well as other factors". I was wondering if there are any direct effects on the combat capabilities of units which would directly affect combat results?
