One important step I omitted!! Cut the modified file out of Documents and replace the original file in the Campaign folder. It might be a good idea to backup the originals before modifying!

You've probably figured this already, but the answer is to concentrate troops well north of the beach roads and knock out enemies before they get close to the VPs. Eventually they retreat ('repelled'), maybe after you achieve the 35 kills, and you can advance to take the last VP.

Just played that today....was wondering the same thing. No units exited the map, I lost no one. Didn't destroy 35, but close. Still holding all the VPs that I need, yet was told I lost. Don't get it myself.
