Ok indeed the one each cap is the explanation.
I disbanded them and they became available the next turn in my capital to recruit again.
Makes sense historically. But it could be indicated more clearly in the game IMHO.

Seeing his experience at the tourney I would never choose Romans either. Armies with poor pike (blocks of 12) fared much better and had better results. Fun is a very relative notion; for me it's no fun to have to micro-manage whirling light cavalry to optimize enemy flanking...
