I didn't try this module out, but do all your ships in the fleet have this module?
I believe each ship in the fleet needs to have this module, and maybe even a fleet needs to be fully composed/complete so that it can form predefined composition on attack.

I watched a gameplay on youtube once regarding this problem, and the guy explains that very well, we need to set up a game without logans (that is 9 races in total), and maximum 350 stars. logans are far more aggressive and expansionists, compared to other AI's. it is also possible to play as logans...

very hard to understand your question, can you explain your problem in a bit more detail? From what I understand, you need to put all your ships into a fleet, and then link the fleet with desired fleet composition you created beforehand. linking a fleet is done on galaxy map with the fleet selected....

This is probably more of an AI weakness than anything, but I've found it's pretty easy to avoid ships with EMP weapons while picking off the others, then bring in the capital ships to clean up what's left. I can accept the AI slow colonization to some extent but what is even worse than that is one AI colonizes say 16 planets while the other colonizes only 3. this discrepancy between the AI's really hampers the overall game since those AI's that colonize too few planet will lose the game very soon and ...

You are correct, I dislike this too, the colonization AI is really slow grabbing new worlds. for most recent game version this is true for all difficulty levels except hard AI. It depends on your play style but on Hard difficulty it expands too fast for my taste for me to catch up with the AI consid...

This is incorrect. I've caught the AI cheating quite egregiously on challenge difficulty. I often have sabotage ships running perpetual missions on border worlds, destroying surface buildings to earn XP (you basically can't even attempt to steal techs until two stars, and it takes A LOT of missions...
