The AI is quite aggressive, for sure, and I find actually securing a meaningful alliance to be fairly rare. I'm loving my Carthage playthroughs and the hectic battles for Africa and the Mediterranean are quite fun, if not historically accurate. Overall, I am absolutely in love with this game. :mrgre...

Adding to this, I've noticed a similar glitch where I host a game and right after it starts, it appears everybody has left except me and 1 other person. Everything appears normal once the first turn is done and the game is underway, though.
